Representative Kopp, Chair of the Rules Committee, moved and asked                                                              
unanimous consent to waive Uniform Rule 23 so the Rules Committee                                                               
can hear the following today:                                                                                                   
                                                                                                                                
     HOUSE BILL NO. 309                                                                                                         
     "An Act relating to the procedure for confirmation of the                                                                  
      governor's appointments; and providing for an effective date."
